Mulch--paper or plastic?

Has anyone here done a plastic mulch? Or better yet, the newspaper (or newspaper-covered-with-compost) mulch.
Got to claim my territory on my property this year, and establish my front yard rituals. Crappy grass has got to come out, and local plants have got to go in.
Tried the plastic mulching, but did not have enough (and could not buy) of the heavy duty plastic and enough bricks/stones to hold the plastic down in FF wind tunnels.
And I heard the newspaper mulch might work better on the soil. A friend said she did it with a few layers of cardboard. And a lot of compost.
OK, any suggestions on someone I could talk to? Cannot get a reply from Master Gardeners.
